In May 2025, the Federal Revenue Service published Technical Note 2025.002-RTC, which changes the layout of the Electronic Invoice (NF-e) and the Electronic Consumer Invoice (NFC-e). This update is one of the essential steps for implementing the Tax Reform, which will bring significant changes to the way taxes such as the Tax on Goods and Services (IBS), the Contribution on Goods and Services (CBS) and the Selective Tax (IS) are highlighted.

The main novelty of the new layout is the mandatory fields for these taxes, in addition to specific totals and new validation rules. These changes directly impact the systems that issue invoices, which need to be aligned with the new specifications to ensure that the invoices are accepted by the tax authorities.

The testing phase in the homologation environment begins in July 2025.

Starting in October 2025, companies can choose to issue invoices in the new layout in a production environment.

In January 2026, the use of the new layout will be mandatory for all issuances.
